NCVIA: The Legislation that Changed Everything—Conflicts of Interest Undermine Children’s Health: Part II

In 1986, President Ronald Reagan signed into law a piece of legislation called the National Childhood Vaccine Injury Act (NCVIA), crafted by then-Representative Henry Waxman (now a health industry lobbyist). According to the New York Times, President Reagan “said he had approved the bill ‘with mixed feelings’”—despite his own Justice Department urging him to veto the Act.With the stroke of a pen, Congress essentially abolished vaccine injury lawsuits against vaccine manufacturers…
The NCVIA radically altered the vaccine policy landscape in the United States. The Act was Congress’s response to intense pressure from vaccine industry lobbyists seeking protection from lawsuits related to the infamously brain-damaging diphtheria, whole-cell pertussis and tetanus (DPT) vaccine. The industry’s lobbying efforts paid off in spades. Replacing judicial action with a more circumscribed “alternative remedy…for specified vaccine-related injuries,” the Act created the National Vaccine Injury Compensation Program (NVICP), funded by taxpayers through an excise tax on childhood vaccines. With the stroke of a pen, Congress essentially abolished vaccine injury lawsuits against vaccine manufacturers (and health providers), while creating an administrative mechanism (subsequently nicknamed “vaccine court”) from which individuals could seek—but not necessarily obtain—redress for vaccine injuries through “Special Masters” designated to serve as arbiters.
The NCVIA gave pharmaceutical companies what amounted to blanket immunity from liability for injuries resulting from childhood vaccines—“no matter how toxic the ingredients, how negligent the manufacturer or how grievous the harm”—while also exempting companies from the transparency and document discovery normally associated with litigation.
Summarizing the legislation’s far-reaching implications, Robert F. Kennedy, Jr. has stated: “That extraordinary law eliminated a principal cost associated with making…drugs and left the industry with little economic incentive to make vaccines safe. It also removed lawyers, judges and courts from their traditional roles as guardians of vaccine safety. Since the law’s passage, industry revenues have skyrocketed from $1 billion to $44 billion.”
The NCVIA requires that the Department of Health and Human Services (HHS) review childhood vaccine safety on a biannual basis and report to Congress on measures taken to improve safety. However, legislators appear to have intended that stipulation largely as window dressing, because—as revealed in a lawsuit filed by the Informed Consent Action Network (ICAN) and Robert F. Kennedy, Jr.—HHS officials have never complied with the statutory safety review and reporting requirements even once in over thirty years.
For the most part, however, parents, attorneys, health care professionals and members of the general public are unaware of the NVICP’s existence and, according to HHS, fewer than 1% of vaccine adverse events are ever reported. Thus, NVICP claims represent only the tip of a vast vaccine injury iceberg.
Compensation…for a Few
In the three decades since the NVICP’s creation, American households have filed roughly 20,000 petitions for vaccine injury compensation. The program has paid out over $4 billion to a subset—barely a third (31%)—of petitioners, while dismissing well over half (56%) of filed claims as undeserving of any compensation. Another 12% of petitions remains unadjudicated. Injured parties filed an average of 1,200 claims per year over the last three years, triple the average number of claims filed annually just a few years previously. For the most part, however, parents, attorneys, health care professionals and members of the general public are unaware of the NVICP’s existence and, according to HHS, fewer than 1% of vaccine adverse events are ever reported. Thus, NVICP claims represent only the tip of a vast vaccine injury iceberg.…the NVICP pits HHS and its subsidiary agencies (including the Centers for Disease Control and Prevention [CDC]) as adversaries against injured petitioners.
Despite Congress’s professed intent to create a non-adversarial, “accessible and efficient forum for individuals found to be injured by certain vaccines,” in practice, the NVICP pits HHS and its subsidiary agencies (including the Centers for Disease Control and Prevention [CDC]) as adversaries against injured petitioners. HHS employees are free to decide on or reject compensation claims, and Department of Justice (DOJ) lawyers represent and defend the interests of HHS. Petitioners also face a three-year statute of limitations from the time of the vaccine injury and must meet a strenuous burden of proof if—as is almost always the case—their illness, disability, injury or condition does not fall within the narrow parameters of the NVICP’s Vaccine Injury Table.
As set out by the NCVIA, the Vaccine Injury Table was supposed to establish “statutory presumptions of causation” for selected injuries and adverse events occurring within prescribed time periods after vaccination, making the path to compensation less burdensome (at least for those injuries); however, because HHS can—almost at will—“add or delete injuries and conditions for which compensation would be available and…change the applicable time periods by which the onset of symptoms must occur,” the agency has not hesitated to take advantage of this provision to “eliminate avenues to compensation.” Very few new injuries have been added to the Table, despite the large number of vaccines piled onto the childhood schedule since 1986.
HHS and the DOJ have found many ways to limit the number of petitioners awarded compensation. Robert F. Kennedy, Jr. has called attention to “highly unethical and appallingly consequential official misconduct” exhibited by DOJ lawyers in a 2007-2008 Omnibus Autism Proceeding (OAP) orchestrated on behalf of 5,400 families who had filed claims for vaccine-induced autism. The claims’ potential value exceeded $100 billion—an amount that “would have bankrupted the [compensation] program many times over.” The DOJ lawyers, under pressure to deprive petitioners of their rightful relief, achieved that aim through allegedly fraudulent means.
In September, 2018, Kennedy, Jr. and Rolf Hazlehurst (one of the OAP parents) requested that the DOJ Inspector General and Congress investigate this fraud and obstruction of justice. In their joint letter, they stated:
“During the Omnibus Autism Proceeding, Department of Justice attorneys…acted in concert with their client, the Department of Health and Human Services, to intentionally misrepresent the opinion of their own expert witness, and to willfully conceal from the vaccine court and petitioners critical material evidence showing how vaccines may cause autism. The same DOJ attorneys subsequently intentionally misled the United States Court of Appeals for the Federal Circuit. As a result, fraud was ultimately perpetrated upon the Supreme Court of the United States.”
Regulatory Vacuum
The DOJ actions initiated during the OAP had a number of legal spillover effects, culminating in a disastrous (for the vaccine-injured) decision (Bruesewitz v. Wyeth) by the U.S. Supreme Court in 2011 that reiterated and even broadened the NCVIA’s basic no-liability premise. In their 2011 majorityruling, Justices asserted that the Act “preempts all design-defect claims against vaccine manufacturers brought by plaintiffs who seek compensation for injury or death caused by vaccine side effects.” At the time, none of the Justices “had reason to know that HHS was not acting in good faith” nor that DOJ attorneys, in earlier cases, had “conceal[ed] critical material evidence and mis[led] the special masters and the U.S. Court of Appeals.”
In a dissent to the 2011 decision, Justices Sotomayor and Ginsburg commented that vaccine manufacturers, “given the lack of robust competition in the vaccine market, will often have little or no incentive to improve the designs of vaccines that are already generating significant profit margins” [emphasis added]. The two Justices predicted—quite accurately—that the Court’s unfortunate decision would leave a “regulatory vacuum” and would make it even harder to strike a balance between “compensating vaccine-injured children and stabilizing the childhood vaccine market.”
Exporting the no-liability model
In 2016, the Bill & Melinda Gates Foundation and the Wellcome Trust—the world’s two wealthiest charitable foundations and two of the biggest global funders of vaccine development and vaccine programs—teamed up with vaccine manufacturers and government partners from a variety of countries to launch the Coalition for Epidemic Preparedness Innovations (CEPI). According to a recent analysis in the Emory Law Journal, the blanket immunity ushered in by the NCVIA has been so successful for vaccine manufacturers that CEPI is looking to export it, creating “liability protection and compensation mechanisms based on the U.S. model for vaccine liability” around the world.
The law journal author, Professor Mary Holland, cautions that this would be unfortunate for the developing world. In countries that adopt the U.S. model, vaccines are likely to end up being “less safe than they could be,” with an inevitable loss of public confidence “both in vaccines and in those recommending them.”

Archbishop Viganò has made in recent months several statements that caught international attention. First, at the end of April, he opposed Pope Francis’ call to obey Italy’s continued coronavirus restrictions that continued a ban on Mass. The archbishop called this not only “undue, but is also a violation of conscience and harmful to the health of souls.”
On May 7, Archbishop Viganò issued, together with Cardinals Gerhard Müller, Joseph Zen, and Janis Pujats, as well as many scholars and journalists, an appeal concerning the dangers of the corona crisis being used to restrict our freedoms and those of the Catholic Church.
Then, on June 6, Archbishop Viganò published an open letter to President Donald Trump, in which he describes the recent corona crisis and the ongoing political crisis in the U.S. as a battle between the children of light and the children of darkness. That letter was subsequently endorsed by President Trump himself.

Most Dear Excellency,
As the present circumstances are continually revealing to us elements of degradation both in the life of the Church as well as in civil society, I would like [to] send you a message relating my adhesion to your message, which seems to me to have aptly expressed the living heart of our ecclesial experience. This living heart of ecclesial experience carries with it the daily awareness that the time that has been given to us is fleeting and that our existence remains strongly conditioned by the temporary nature of events and facts.
It seems to me that the Church, bit by bit, often by fits and starts, is recovering awareness of her own identity and the missionary task that characterizes her life and her history.
Each day we feel ever more keenly the pressure of events that demand to be judged according to the clarity of the Word of the Lord and lived out as obedience to His Will. In the midst of all this we are happy; we are happy because we abandon ourselves each day to the Lord, with the profound awareness that His presence sustains us at every moment, and that it is impossible for our existence to ever be separated from the companionship of the Lord Jesus Christ. Our strength is truly found in abandoning our lives to His will and above all in the desire that our life be alive with the great vibrancy of mission. Most Reverend Excellency,
I read your words with great emotion; they were truly touching for me. It is a consolation to see that Your Excellency has grasped the heart of the problem with that acumen and lucidity that have always distinguished your judgment.
The present time, especially for those who have a supernatural perspective, brings us back to the most basic things of life: to the simplicity of the Good and the horror of Evil, to the necessity of choosing which side we are on as we fight our daily battles, both small and large. There are those who see this as a banalization, as if the clarity of the Gospel was no longer capable of giving satisfying answers to a complex and articulate humanity. And yet, while some of our brother bishops are concerned almost obsessively with inclusiveness and green theology, hoping for the New World Order and a “Common Home” for the Abrahamic religions, the people and priests have an ever greater sense of being distant from their Pastors – fortunately, not all of them – right at the moment of epochal confrontation.
It’s true: time is slipping through our hands, Your Excellency, and as it does, the sandcastles of almost initiatory rhetoric are crumbling, sandcastles built by those who have wanted to base their own success on the fleetingness of time and the fragility of the contingent. There is something inexorable at work in what is happening today: the ephemeral mirages that were supposedly going to replace eternal truths are now revealing, in the harsh light of reality, their artificial and false squalor, their ontological and inexorable falsity. We discover that we are children, according to the words of Our Lord; we recognize almost instinctively those who are good and those who are evil, reward and punishment, merit and fault. But can we consider the serenity of the child resting on its mother’s breast, the strong trust of the child who grips his father’s hand, to be banal?
How many fatuous words have been spoken to us, how many useless sedatives have been delivered to us, thinking that the Eternal Word of the Father was inadequate, that it was necessary to update it in order to make it more seductive to the deaf ears of the world! Yet it would have been enough to simply make that Word our own, and we would have needed nothing else. If up until now we have allowed ourselves to be confused by the din of this present age, we can now abandon ourselves with filial trust and allow ourselves to be led, because we recognize the voice of the Divine Shepherd, and we follow Him where He wishes to lead us – even when others, who should speak, are silent.
Our poverty is not an obstacle, but rather a help in these situations: the more humble we are, the more the skill of the Artist shines through us, holding us as an instrument in His skilled hands, like the pen with which the Scribe wisely writes the story.
I ask Your Excellency to pray that all of us, who in the fullness of the Priesthood are called by the Lord not servants but friends, may succeed in making ourselves docile instruments of His Grace, rediscovering the divine simplicity of the Faith that He has commanded us to preach to all the nations. Everything else of our own that we would add through pride is a pathetic tinsel, which we must now learn to get rid of if we do not wish it to be done by the flames of Purgatory, in which our few gold flakes will be purified of their slag in order to make us worthy of the beatific vision. May we not waste the precious days in which illness and old age give us the opportunity to expiate our faults and the faults of others: they are blessed days which we can offer to the Majesty of God for the Church and her Ministers.

In your subsequent interview with Phil Lawler he asked: “What is the solution? Bishop Schneider proposes that a future Pontiff must repudiate errors; Archbishop Viganò finds that inadequate. Dear John-Henry,
I thank you for your letter, with which you give me the opportunity to clarify what I have already expressed about Vatican II. This delicate argument is involving prominent persons of the ecclesiastical world and not a few erudite laity: I trust that my modest contribution can help to lifting off the blanket of equivocations that weighs on the Council, thus leading to a shared solution.
You begin with my initial observation: “It is undeniable that from Vatican II onwards a parallel church was built, superimposed over and diametrically opposed to the true Church of Christ,” and then quote my words about the solution to the impasse in which we find ourselves today: “It will be for one of his Successors, the Vicar of Christ, in the fullness of his apostolic power, to rejoin the thread of Tradition there where it was cut off. This will not be a defeat but an act of truth, humility, and courage. The authority and infallibility of the Successor of the Prince of the Apostles will emerge intact and reconfirmed.”
You then state that my position is not clear – “whether you believe Vatican II to be an invalid council and thus to be complete repudiated, or if you believe that while a valid council it contained many errors and the faithful would be better served by having it forgotten about.” I have never thought and even less have I affirmed that Vatican II was an invalid Ecumenical Council: in fact it was convoked by the supreme authority, by the Supreme Pontiff, and all of the Bishops of the world took part in it. Vatican II is a valid Council, supported by the same authority as Vatican I and Trent. However, as I have already written, from its origin it was made the object of a grave manipulation by a fifth column that penetrated into the very heart of the Church that perverted its purposes, as confirmed by the disastrous results that are before everyone’s eyes. Let us remember that in the French Revolution, the fact that the Estates-General were legitimately convoked on May 5, 1789, by Louis XVI did not prevent things from escalating into the Revolution and the Terror (the comparison is not out of place, since Cardinal Suenens called the conciliar event “the 1789 of the Church”).
In his recent intervention, His Eminence Cardinal Walter Brandmüller maintains that the Council places itself in continuity with the Tradition, and as proof of this he remarks:
It is sufficient to glance at the notes of the text. It can thus be seen that ten previous councils are quoted by the document. Among these, Vatican I is referred to 12 times, and Trent 16 times. From this it is already clear that, for example, any idea of “distancing from Trent” is absolutely excluded. The relationship with Tradition appears even closer if we think of how, among the popes, Pius XII is cited 55 times, Leo XIII on 17 occasions, and Pius XI in 12 passages. To these are added Benedict XIV, Benedict XV, Pius IX, Pius X, Innocent I and Gelasius. The most impressive aspect, however, is the presence of the Fathers in the texts of Lumen Gentium. The council refers to the teaching of the Fathers a full 44 times, including Augustine, Ignatius of Antioch, Cyprian, John Chrysostom and Irenaeus. Furthermore, the great theologians and doctors of the Church are cited: Thomas Aquinas in 12 passages, along with seven other heavyweights.
As I pointed out in the analogous case of the Synod of Pistoia, the presence of orthodox content does not exclude the presence of other heretical propositions nor does it mitigate their gravity, nor can the truth be used to hide even only one single error. On the contrary, the numerous citations of other Councils, of magisterial acts or of the Fathers of the Church can precisely serve to conceal, with a malicious intent, the controversial points. In this regard, it is useful to recall the words of the Tractatus de Fide orthodoxa contra Arianos, cited by Leo XIII in his encyclical Satis Cognitum:
There can be nothing more dangerous than those heretics who admit nearly the whole cycle of doctrine, and yet by one word, as with a drop of poison, infect the real and simple faith taught by our Lord and handed down by Apostolic Tradition.
Leo XIII then comments:
The practice of the Church has always been the same, as is shown by the unanimous teaching of the Fathers, who were wont to hold as outside Catholic communion, and alien to the Church, whoever would recede in the least degree from any point of doctrine proposed by her authoritative Magisterium.
On the pages of L’Osservatore Romano, in an article on April 14, 2013, Cardinal Kasper admitted that “in many places [the Council Fathers] had to find formulas of compromise, in which often the positions of the majority (conservatives) are found alongside those of the minority (progressives), designed to delimit them. Therefore, the conciliar texts themselves have an enormous potential for conflict, opening the door to selective reception in both directions.” This is the origin of the relevant ambiguities, patent contradictions, and serious doctrinal and pastoral errors.
It could be objected that taking into consideration the presumption of malice in a magisterial act ought to be rejected with disdain, since the Magisterium ought to be aimed at confirming the faithful in the Faith; but perhaps it is precisely the intentional fraud that makes an act prove to be non-magisterial and authorizes its condemnation or decrees its nullity. His Eminence Cardinal Brandmüller concluded his comment with these words: “It would be appropriate to avoid the ‘hermeneutic of suspicion’ that accuses the interlocutor from the beginning of heretical conceptions.” While I surely share this sentiment in the abstract and in general, I think it appropriate to formulate a distinction to better frame this concrete case. In order to do this, it is necessary to abandon the approach, that is a bit too legalistic, that considers all doctrinal questions inherent in the Church as reducible and resolvable principally on the basis of a normative reference: let us not forget that the law is at the service of the Truth, and not vice-versa. And the same holds for the Authority that is the minister of that law and custodian of that Truth. On the other hand, when Our Lord faced his Passion, the Synagogue had deserted its proper function as guide of the Chosen People in fidelity to the Covenant, just as part of the Hierarchy has done for sixty years.
This legalistic attitude is at the foundation of the deception of the Innovators, those who devised a very simple way to actuate the Revolution: imposing it by virtue of authority with an act that the Ecclesia docens adopted in order to define truths of the Faith with a binding force for the Ecclesia discens, restating that teaching in other equally binding documents, albeit in a different degree. In short, it was decided to affix the label “Council” to an event conceived by some with the aim of demolishing the Church, and in order to do this the conspirators acted with malicious intent and subversive purposes. Father Edward Schillebeecks op candidly said: «We express it diplomatically, but after the Council we will draw the implicit conclusions» (De Bazuin, n.16, 1965).
It is not therefore a question of a “hermeneutic of suspicion,” but on the contrary something much more grave than a suspicion, corroborated by a calm evaluation of the facts, as well as by the admission of the protagonists themselves. In this regard, who among them is more authoritative than then-Cardinal Ratzinger?
The impression grew steadily that nothing was now stable in the Church, that everything was open to revision. More and more the Council appeared to be like a great Church parliament, that could change everything and reshape everything according to its own desires. Very clearly resentment was growing against Rome and against the Curia, which appeared to be the real enemy of everything that was new and progressive. The disputes at the Council were more and more portrayed according to the party modelof modern parliamentarism. When information was presented in this way, the person receiving it saw himself compelled to take sides with one of the parties. […] If the bishops in Rome could change the Church, and even the faith itself (as it appeared they could), why only the bishops? In any event, the faith could be changed – or so it now appeared, in contrast to everything we previously thought. The faith no longer seemed exempt from human decision making but rather was now apparently determined by it. And we knew that the bishops had learned from theologians the new things they were now proposing. For believers, it was a remarkable phenomenon that their bishops seemed to show a different face in Rome from the one they wore at home. [J. Ratzinger, Milestones, Ignatius Press, 1997, pp. 132-133].
At this point it is right to draw attention to a recurring paradox in world affairs: the mainstream calls people “conspiracy theorists” if they reveal and denounce the conspiracy that the mainstream itself has devised, in order to divert attention from the conspiracy and delegitimize those who denounce it. Similarly, it seems to me that there is the risk of defining as “hermeneutic of suspicion” anyone who reveals and denounces the conciliar fraud, as if they were people who unjustifiably accuse “the interlocutor from the beginning of heretical conceptions.” Instead, it is necessary to understand if the action of the protagonists of the Council can justify the suspicion towards them, if not actually prove such suspicion correct; and if whether the result they obtained legitimizes a negative evaluation of the entire Council, of some of its parts, or of none of it. If we persist in thinking that those who conceived Vatican II as a subversive event rivaled Saint Alphonsus in piety and Saint Thomas in doctrine, we demonstrate a naivety that cannot be reconciled with the evangelical precept, and indeed borders on, if not connivance, then certainly carelessness. Obviously, I am not referring to the majority of Council Fathers, who were certainly animated by pious and holy intentions; I speak instead of the protagonists of the Council-event, of the so-called theologians who up until Vatican II were restricted by canonical censures and forbidden from teaching, and who for this very reason were chosen and promoted and helped, so that their credentials of heterodoxy became a cause of merit for them, while the undisputed orthodoxy of Cardinal Ottaviani and his collaborators in the Holy Office were sufficient reason to consign the preparatory schemae of the Council to the flames, with the consent of John XXIII.
I doubt that with regard to Msgr. Bugnini – to cite only one name – an attitude of prudent suspicion is either censurable or lacking in Charity. On the contrary: the dishonesty of the author of the Novus Ordo in pursuing his purposes, his adherence to Masonry and his own admissions in his diaries given to the Press show that the measures taken by Paul VI toward him were all too lenient and ineffective, since everything he did in the Conciliar Commissions and at the Congregation of Rites remained intact and, despite this, became an integral part of the Acta Concilii and the related reforms. Thus the hermeneutic of suspicion is quite welcome if it serves to demonstrate that there are valid reasons for the suspicion and that these suspicions often materialize in the certainty of intentional fraud.
Let us now return to Vatican II, to demonstrate the trap into which the good Pastors fell, misled into error along with their flock by a most astute work of deception by people notoriously infected by Modernism and not rarely also misled in their own moral conduct. As I wrote above, the fraud lies in having recourse to a Council as a container for a subversive maneuver, and in the utilization of the authority of the Church to impose the doctrinal, moral, liturgical, and spiritual revolution that is ontologically contrary to the purpose for which the Council was called and its magisterial authority was exercised. I repeat: the label “Council” affixed to the packaging does not reflect its content.
We have witnessed a new and different way of understanding the same words of the Catholic lexicon: the expression “ecumenical council” given to the Council of Trent does not coincide with the meaning given by the proponents of Vatican II, for whom the term “council” alludes to “conciliation” and the term “ecumenical” to inter-religious dialogue. The “spirit of the council” is the “spirit of conciliation, of compromise,” just as the assembly was a solemn and public attestation of conciliatory dialogue with the world, for the first time in the history of the Church.
Bugnini wrote: “We must take out of our Catholic prayers and the Catholic liturgy everything which could be the shadow of a stumbling block for our separated brethren, the Protestants” [cf. L’Osservatore Romano, 19 March 1965]. From these words we understand that the intent of the reform that was the fruit of the conciliar mens was to reduce the proclamation of Catholic Truth in order not to offend the heretics: and this is exactly what was done, not only in the Holy Mass – horribly disfigured in the name of ecumenism – but also in the exposition of dogma in the documents of doctrinal content; the use of subsistit inis a very clear example.
Perhaps it will be possible to debate the motives that may have led to this unique event, so fraught with consequences for the Church; but we can no longer deny the evidence and pretend that Vatican II was not something qualitatively different from Vatican I, despite the numerous heroic and documented efforts, even by the highest authority, to interpret it by force as a normal Ecumenical Council. Anyone with common sense can see that it is an absurdity to want to interpret a Council, since it is and ought to be a clear and unequivocal norm of Faith and Morals. Secondarily, if a magisterial act raises serious and reasoned arguments that it may be lacking in doctrinal coherence with magisterial acts that have preceded it, it is evident that the condemnation of a single heterodox point in any case discredits the entire document. If we add to this the fact that the errors formulated or left obliquely to be understood between the lines are not limited to one or two cases, and that the errors affirmed correspond conversely to an enormous mass of truths that are not confirmed, we can ask ourselves whether it may be right to expunge the last assembly from the catalog of canonical Councils. The sentence will be issued by history and by the sensus fidei of the Christian people even before it is given by an official document. The tree is judged by its fruits, and it is not enough to speak of a conciliar springtime to hide the harsh winter that grips the Church; nor to invent married priests and deaconesses in order to remedy the collapse of vocations; nor to adapt the Gospel to the modern mentality in order to gain more consensus. The Christian life is a militia, not a nice outing in the country, and this is all the more true for priestly life.
I conclude with a request to those who are profitably intervening in the debate about the Council: I would like us first and foremost to seek to proclaim salvific Truth to all men, because their and our eternal salvation depends on it; and that we only secondarily concern ourselves with the canonical and juridical implications raised by Vatican II: anathema sit or damnatio memoriae, it changes little. If the Council truly did not change anything of our Faith, then let us pick up the Catechism of Saint Pius X, return to the Missal of Saint Pius V, remain before the Tabernacle, not desert the Confessional, and practice penance and mortification with a spirit of reparation. This is whence the eternal youthfulness of the Spirit springs. And above all: let us do so in such a way that our works give solid and coherent witness to what we preach.

We go to our field correspondent, Chester Cromwell, for more on these fast-moving events. Chester, while many Californians are sympathetic to bringing down the monument to Junipero Serra, why the growing concerns about other heritage landmarks?
Field Correspondent Cromwell: Good evening, Peter. I am told by sources that it is simply the next step in freeing the state of California from oppressive and insulting images, and that this removal of statues is both liberating and cathartic. Of course, care must be taken. As one art historian recently noted in the New York Times, some protesters “have already been severely injured tearing down statues,” and that’s of some concern. We don’t want to see anyone hurt as these people take out their frustrations on statues and other monuments. But, overall, this appears to be a healthy, communal activity.
As you can see, there are large groups of chanting protestors behind me; I am standing on the former site of Mission San Juan Capistrano, one of twenty-one Franciscan missions that defined for so long California’s history, architecture, and religious roots. Today, all those missions—ranging from San Diego in the south to Sonoma in the north—were pulverized due to their association of the Euro-centric oppression wrought by Franciscan missionaries.
News Anchor [listening to producer in his ear]: Ummm…Chester, to clarify, you said the Spanish-style buildings and chapels, some of them from the eighteenth century, were destroyed?
Cromwell: That’s right. A generous donor donated twenty-one wrecking balls for this project, each spray-painted with various signs and symbols. These buildings include other famous missions such as Santa Barbara, San Carlos Borromeo in Carmel, and San Juan Bautista, the latter featured in Alfred Hitchock’s Vertigo. All mission-related references are to be banished from the state as per the new mandate.
News Anchor: Chester, I also understand the Franciscan missionaries were only a subsidiary of a larger Spanish colonization of Alta California in the late eighteenth century, is that correct?
Cromwell: I do not know. Military members of that expedition, such as Juan de Anza and Gaspar de Portola, have not been mentioned by protestors and rioters, and monuments to these individuals — many stone placards that populate obscure trails — have so far apparently remained ignored and unread.
News Anchor: I understand. Very interesting. We turn now to Blaise Bixby outside the National Shrine of St. Francis in San Francisco. Blaise, Chester just mentioned the razing of several major California landmarks. What is the situation outside the National Shrine?

News Anchor: Such interesting times! Well, I suspect this is just the domino effect we see with these sort of trends. Have other names changed, Blaise, from Catholic-rooted names to carefree, new names, perhaps after the whales in Star Trek IV, also set in San Francisco?
Bixby: Yes, in fact. All of California’s Catholic-themed names are being changed so as not to appear religiously bent, thus, according to a statement from California’s governor, “liberating this great state from the specter of racism, white supremacy, religious oppression, xenophobia, use of Latin, and Romanist propaganda.” This includes the state capital, Sacramento, since its association with the sacraments of the Catholic Church is offensive. Here in the Bay Area other city managers have reversed the names and seals of such cities as Santa Clara, San Leandro, San Jose, Santa Cruz, Santa Rosa, San Mateo, and San Benito since all evoke the patronage of a Catholic saint.
News Anchor: I gather that this includes dozens of other cities as well as mountain ranges and valleys, such as San Gabriel, Santa Ynez, Santa Anita?
One moment. Out in Los Angeles for an update is, uh, Chester Cromwell. Weren’t you just down at Capistrano, Chester?
Cromwell: Well, I’m actually reporting in front of a green screen next to you, Peter, given the prospect of falling statues, fires, assaults, and other activities. But at any rate, as of today “Los Angeles” is no more. The city council, after discovering the original name of the nation’s most populous region was actually El Pueblo de la Reina de los Angeles—
Peter: Oh, that’s just — so L.A. was essentially named in honor of the Mother of God?

The Obama/Biden administration’s Anita Dunn rhapsodically extolled the virtues of that Chinese communist totalitarian psychopath Mao and, shockingly, held that mass-murderer up as an example for American youth.
Who in their right mind does that?
Anita Dunn was expressly telling students that they did not have to accept the rule of law. Dunn was conveying to young, impressionable minds that they too could become good communist revolutionaries and overthrow the United States government, just like Mao had done in China!

How can any candidate who supports the U.S. Constitution while running for President of the United States hire the likes of Mao aficionado Anita Dunn to run their campaign?

According to The New York Times, “Mr. Biden is giving effective control of the campaign to Anita Dunn, a veteran Democratic operative and top adviser to him.”
While many note Joe Biden’s diminished capacity, he apparently still maintains his long-held belief in global communism.
Perhaps the $1.5 billion dollar deal that the Chinese awarded to Joe Biden’s son Hunter Biden helped to grease the skids.

“In December 2014, BHR became an ‘anchor investor’ in the IPO of China General Nuclear Power Company (CGN), a state-owned nuclear company involved in the development of nuclear reactors … In 2016, CGN was charged with espionage by the Justice Department for stealing US nuclear secrets,” the New York Post reported.
In 2018, CGN and ROSATOM, the Russian state-owned enterprise that acquired Uranium One, signed a “memorandum of cooperation and implementation of cooperative projects in Russia’s and China’s internal markets,” according to a ROSATOM press release.
Hunter Biden, the son of 2020 Presidential Candidate Joe Biden, used a backroom deal to invest in a Chinese nuclear company that is stealing U.S. nuclear secrets and working with Russia on nuclear projects inside China and Russia, America’s two largest military adversaries.
One can only imagine why the globe’s major communist powers are cornering the market on the most important national security asset — uranium. With his tweet, the President of the United States appears to endorse Dr. Marshall’s viewpoint that what is finally at stake in our current tulmults is a full undermining of the roots of American society, Christianity.
Yesterday, Marshall told Jack Posobiec of OAN that, “with these riots and these hate groups” it is not just about George Washington and other political figures, but “they are now attacking Christian symbols, signs, crosses, statues.” “We are really in a war over the heart of civilization,” the Thomist scholar and author of multiple books continued, and that civilization emerged “from Christianity.”
“The goodness that we have experienced,” Marshall went on to say, “in our nation emerged from a Christian culture. And these atheists, these socialists, these Marxists, they know that and they are attacking it.”
Here, we might remember, that it was the founder of Marxism, Karl Marx himself, who had once stated that “religion is the opium of the people,” and Communist countries have always suppressed it.
Dr. Marshall described to Posobiec how only in recent days, there have been Catholic statues decapitated, the St. Louis statue in St. Louis assaulted, and two statues of St. Junipero Serra removed. Serra, however, “was a great champion for the rights of the Indigenous,” explained the book author. And at the time of St. Louis, in the 13th century, “there were no inter-continental slave trades.”
“They are taking the debates and controversies of our time and they are imputing them into these men who come before us so that they can erase Christian memory, erase Christian civilization,” the author added in the interview that now has been endorsed by President Trump. “They are actually going after what we believe in our hearts,” Marshall added.
This Catholic author, who runs his own Youtube channel, also endorsed President Trump for re-election when he told Posobiec that even though Trump is trailing in the polls, “I think people are realizing that ‘I don’t want to live in an America that is chaotic. I want the rule of law.’” Marshall holds that the U.S. can cherish what is good in its country and history, while purging evils, such as abortion, as it has done in the past in cases such as with slavery. “As a nation,” he explained, “we have been able to – often through blood – repent and to change our ways.”
While he admits that “Trump is not perfect,” he adds that “none of us is perfect,” nor previous Presidents or even Catholic saints, and explains that “we can work together, not to burn everything that’s America to the ground. We can simply fix what is wrong and cherish what has been good and wholesome in our history.”
In a comment to LifeSite on the president’s tweet, Marshall said that “people are realizing that we have shifted from a political battle to a spiritual battle.” He also explicitly drew a link to the recent presidential endorsement of an open letter by Archbishop Carlo Maria Viganò to President Trump:
“It’s no longer merely ‘Left Vs Right’ but people are realizing that it’s become ‘Christ vs Satan’ as foretold in Genesis 3:15. I did an interview with Jack Posobiec of OANN on this topic and I was pleased and honored that President Trump not only watched the interview but tweeted and quoted me on this matter. It shows that the spiritual struggle that Archbishop Viganò warned the President about is now becoming mainstream.”
Dr. Marshall, in his comments, also referred back to a book that he had written last year on the very same topic: “One year ago I wrote Infiltration: The Plot to Destroy the Church from Within [see here a chapter and book review as published by LifeSite] and I was called a conspiracy theorist back then. But now people realize that our society (Church and State) are truly infiltrated from within. This is not a conspiracy. It’s become our daily reality. We have seen the masks fall off both in the American demonstrations but also at the Amazon Synod and within the Vatican itself. President Trump is right to note ‘There is a war against Christianity’. We must pray, do penance and seek Christ to win this war.”
On June 6, Archbishop Carlo Maria Viganò, the Italian prelate and former papal nuncio to the United States, had published an open letter to President Trump, in which he commented on the current crisis in the U.S. but also in the world: “In recent months we have been witnessing the formation of two opposing sides that I would call Biblical: the children of light and the children of darkness. The children of light constitute the most conspicuous part of humanity, while the children of darkness represent an absolute minority,” the prelate told President Trump. He identifies those dark forces as being part of the “deep state which you wisely oppose and which is fiercely waging war against you in these days – have decided to show their cards, so to speak, by now revealing their plans.”
Archbishop Viganò also added that “the riots in these days were provoked by those who, seeing that the virus is inevitably fading and that the social alarm of the pandemic is waning, necessarily have had to provoke civil disturbances.” He sees that the goal behind these disturbances is to avoid President Trump’s re-election.
Only a few days later, President Trump retweeted this very open letter and said that he was “honored” by this “incredible letter,” inviting “everyone, religious or not,” to read it.
But the Italian prelate – similar to what Dr. Marshall is saying – also pointed to a Masonic background of much of today’s disturbances when he wrote that “we learn once again that hidden behind these acts of vandalism and violence there are those who hope to profit from the dissolution of the social order so as to build a world without freedom: Solve et Coagula, as the Masonic adage teaches.”
The archbishop praised the President’s acts in defense of the life of unborn babies and drew a parallel to the situation in the Catholic Church, in which he also sees a sort of a “deep state” among the leadership. Archbishop Viganò concluded his open letter with his assurance of his prayers: “Mr. President, my prayer is constantly turned to the beloved American nation, where I had the privilege and honor of being sent by Pope Benedict XVI as Apostolic Nuncio.”
Thus, Trump’s endorsement of Dr. Marshall’s interview is the second time in the recent past that the President is aligning himself with those voices among Catholics that, though in a minority, are determined to fight for the authentic and true Catholic Faith within the Church and for a Christian civilization at large, against the globalist and Marxist social engineers who are out to wage a “war against Christianity,” in the words of Dr. Marshall.

I don’t remember how many times, but she said that a time would come when it would seem that communism had mastered or engulfed the whole world. China’s role in Vatican’s Global Education Compact
VATICAN CITY (ChurchMilitant.com) – Alarm is growing over a major Vatican conference in October as news emerges about the Chinese Communist Party’s (CCP’s) involvement in the event and in Vatican affairs at large.
The Global Compact on Education is being conceived as a “resetting [of] the pedagogical itineraries of an ecological ethic” and, according to its website, is seeking “to ensure the most far-reaching and serene participation possible.”

But “We’ve gotta watch the Vatican,” former prosecutor and investigative journalist Liz Yoreurged on War Room Pandemic last week, as she alerted the public to the Vatican’s ties with the CCP.
The Vatican’s Global Compact on Education, scheduled for Oct. 15, has partnered with “One People, One Planet [which] is sponsored by, none other than, Huwei [a telecommunications provider blacklisted by the United States due to national security concerns]” Yore reported.
Speaking to the type of education that can be expected at the conference that occurs less than two weeks before the U.S. election, Yore said bluntly: “Pope Francis is virulently anti-American and communist … .”
To explain how the Holy See and the CCP became bedfellows, she pointed toChinese President Xi Jinping’s “globalist” speech at Davos in 2017 when he said, “All roads lead to Rome” to illustrate his plan for how to invade world markets. “Apparently, all bank accounts lead to the Vatican as well,” Yore remarked.
Her remark echoed other recent news that sheds light on details of the secret Chinese-Vatican agreement.
On June 22, social media was atwitter with exiled Chinese billionaire Guo Wengui’s claim that Beijing is paying off the Vatican to stay silent about the CCP’s repression of religious freedom and plans for world domination as part of the 2018 agreement.
Yore agreed. “Xi’s got his money’s worth,” she said, explaining that the CCP bought silence from the pope on the Hong Kong violence against freedom marchers and China’s forced organ harvesting program, called one of the worst mass atrocities of the century. It also accounts for his praise for the “great job” China and the CCP did in containing the Wuhan virus.
“This is mind-boggling,” she said. “For decades we’ve had popes rail against the CCP, rail against the Patriotic Church, and along comes Francis … .”
In a pithy assessment of the whole situation, she said: “The CCP has snagged the moral voice of the vicar of Christ.”

Italy as China’s ‘Trojan Horse’
Yore and Wengui are not the only experts speaking out about collusion between the Vatican and the CCP.
In his new book Red Contagion: How Italy Became China’s Trojan Horse in the West, Italian public policy expert and hedge fund manager Francesco Galietti exposes the interplay of political and financial corruption among China, Italy and the Vatican.
Galietti said in a recent interview with Steve Bannon:
Italy has a very fragile and corrupt political system which is heavily exposed to China’s charm offensive. And what Italy has that no one else has is the presence of the Vatican on Italian soil. And so these days, the Vatican, which is hugely influential in the Italian political system, is tilted toward China, wants a deal with China and it is offering Italy to entice China.
The financial expert said, Italy has “always been a part of the West. It’s even being the cradle of the West. So seeing it drift towards Asia and especially towards authoritarian China is a nightmare.”
And describing the pope’s amicability — or lack of it — toward the United States, Galietti said: “Let’s not forget this pope is not a friend of the U.S. for sure.”
“People have to pay attention especially in the upcoming fall,” Yore repeated.
“There are going to be some major anti-American events including the Global Compact on Education,” she said. The Vatican conference is “going to be pushing socialism to our kids” while the CCP “hide[s] in the background.”
Invitations for the Oct. 15 event have already been extended to representatives of various religions, non-governmental organizations (NGOs), academia and cultural and political leaders — “everyone who cares about the education of the young generation,” according to the website. Invitees will represent “the inhabitants of the earth,” and will sign a “Global Compact on Education, which each one will undertake to implement in their area and disseminate as much as possible.”
Details of the pact have not yet been released.
Earlier in the year, the pope pitched the conference to participants of the Plenary of the Congregation for Catholic Education as “an appeal to all those who have political, administrative, religious and educational responsibilities to rebuild the ‘village of education.'”
“Education is a dynamic reality. It is a movement that brings people to light,” the pope added.
The educational pact needs to be “revolutionary,” he said.

VERIFICATION OF MARXIST BERGOGLIOUS TRAINING
When, as editor of the TIA site, I was reading Dr. Marian Horvat’s excellent article on the agreement between the Vatican and China to bury the heroic underground Church, I suggested that it include the fact that Francis received Marxist influences in his formation .Before the article was published, I went to find a documentary source to prove that statement. This is how I found an article in The Guardian, by Uki Goni, which provided many details about the close relationship between Jorge Bergoglio and Esther Ballestrino Careaga, which I think I should share with my readers.
The Guardian data confirm me in it. So, now I have a full range of different sources that inform about the history of that relationship.The information I found will undoubtedly help readers better understand Jorge Bergoglio, the man chosen to replace Benedict XVI and who has had his full support to this day.

In a long interview that Francisco granted Sergio Rubin and Francesca Ambrogetti, he mentioned his work with Careaga in the laboratory: “There I had an extraordinary supervisor, Esther Ballestrino de Careaga, a Paraguayan sympathizer of communism… The truth is that I owe him a lot to that woman “. A little history
It was around 1953 or 1954: Ballestrino Careaga, who had a biochemical doctorate, worked, in an important position, in a pharmaceutical laboratory in Argentina for the company Hickethier Bachmann. Bergoglio joined the laboratory team as an apprentice at age 17, before joining the Jesuit novitiate, She was a well-known Marxist activist.
Careaga, second in the second row from the left, had a strong influence on the young Bergoglio, second in the same row from the right.
In 1947, she had gone to Buenos Aires as a political refugee from Paraguay, where she had been an ardent communist activist. “She toured the villages in the countryside of Paraguay claiming the right of people in general, but especially the rights of women,” reports her daughter Ana María. Esther, born in Uruguay, became a communist activist in Paraguay, where she became a member of the “Socialist Party of the February Revolution” (PRF) and founder of the Women’s Movement of Paraguay. In Argentina, he married another Paraguayan refugee, the leader of the PRF, Raymundo Careaga. He had three daughters and gave them a complete Marxist formation. Opponent of the military government, she was one of the founders of the Mothers of the Plaza de Mayo, an anti-government movement that demanded information about the disappearance of many young people, most of them communists. There are strong indications that Esther Careaga maintained a close friendship with Ernesto “Che” Guevara. (Portal Guarani, 2011). In 1977, he went to the Buenos Aires Herald, an English newspaper whose journalist Uki Goni later passed these details to The Guardian, to report that his daughter Ana Maria had been kidnapped by government security agents. The Herald made the case public and Ana María was released after four months of detention.
Bergoglio abandoned his lab work due to lung disease and entered the Jesuit novitiate. Goni and Esther Careaga kept in touch and, shortly before the disappearance of Esther, also kidnapped by security agents, she told him that she had called the then priest and priest Jorge Bergoglio asking him to administer the last sacraments to a dying relative of his. This seemed odd because being an old friend, he knew that she and her family were atheists. Upon arriving at Careaga’s house, Bergoglio discovered that she had used that pretext to ask her a favor. Ana Maria, the daughter of Esther, said: “My parents had a good library of political books, with works on Marxism and philosophy, and asked him to keep them in custody.” Bergoglio agreed to do so, even at the risk, that if he knew that he kept that collection of books, he could face the accusation of being a communist. (The Guardian, December 11, 2013) Bergoglio took over the works and returned them to the daughters of Careaga, about four decades later, as they revealed in an interview with Lucia Capuzzi of the Italian newspaper L’Avvenire in 2015. Actually, he hid the books of Marxist theme at the Colegio Máximo [center for the teaching of Jesuit theologians] in San Miguel, Argentina. (Sputnik News; Lands of America, July 16, 2015). Esther Careaga disappeared at the end of 1977; In December, they found his body in the Santa Teresita spa along with those of four other women. Killed by security agents, their bodies were buried in anonymous graves. Later, in 2005, a forensic anthropologist unearthed the bodies and discovered that they were the last remains of Esther Careaga, of a French nun and three other women leaders of the Mothers of the Plaza de Mayo.
The Mothers of the Plaza de Mayo complained about the kidnapping of young people during the dictatorship.
While these murders were unjustified and highly condemnable, since the victims did not enjoy the right to defend themselves in an ordinary court, it is clear that they were eliminated because they were considered dangerous communists.
Luis Bianco, son of one of the dead women, went to Bergoglio, then archbishop of Buenos Aires, to ask permission to bury the victims in the gardens of the Church of the Holy Cross, home of the Irish community in the city of Buenos Aires, where they had been kidnapped.
When he learned that one of the bodies belonged to Esther Careaga, he consented to it with emotion, saying “Careaga was a good friend and a great woman, and I’m sure your mother was the same,” Bergoglio told Maria Bianco’s son, one of the five women who had shared the same ideology and death as Esther Careaga.
Within a week, Careaga and the other women were buried in the grounds of the Church of the Holy Cross.
Francisco never stopped being a follower of Careaga
Ana María, daughter of Esther Careaga, expressed well the influence of her mother’s communist ideas on Jorge Bergoglio, today Pope Francis I. She said:
“My mother had a great influence on the young teenager who was then Francisco when he met her. We understand that this influence still remained when he disseminated these ideas during his visit to Latin America [in 2015]. We see it in the denunciation he made of the exhaustion of the capitalist system, the danger of the monopolistic means and the need to transfer them to the hands of the poor, a continuation of the ideas of my mother and the militants of the 70s. ”(El País, July 12, 2015)
Therefore, we can now better understand why Pope Bergoglio systematically favors communism, as he did in the agreement between China and the Vatican. It is because he continues to admire the communist ideas he received in his youth.
